Build economy, then fighters, then economy, then fighters. Keep alternating until you cross the threshold where you feel air-safe. That means enough fighters to survive an engagement if an enemy air force appears.
A rough guideline: around sixty fighters by twelve minutes, one hundred fifty by sixteen minutes. Numbers shift based on matchup and team size, but that pacing keeps you competitive without starving your economy.
Only build torpedo bombers or shuris if you have a specific game-winning play in mind. If you believe you can eliminate the enemy fleet right now with torpedoes, that deviation makes sense. Building bombers just in case they might be useful is a waste of metal that could strengthen your fighter screen.
Commitment to specialized units requires commitment to the result. If you cannot win the engagement you are preparing for, stick with fighters and economy.
Scout the enemy naval setup before investing in torpedo bombers. An unguarded fleet of transports or support ships presents an opening worth exploiting. A force protected by anti-air escorts means torpedoes will get intercepted and the metal investment is lost.
Navy is harder to read from air than air is to read from air. Use your fighters to scout the coastline before committing to specialized bomber production.
Even when building fighters, every third or fourth production slot should go toward wind generators, fusion reactors, or metal extractors. Air superiority without economic backing fades quickly. The player with deeper resources replaces losses faster and pushes the engagement back into their favor.
